It could also be hormonal changes through-out your body. These may be caused from the pituitary gland, pancreas, thyroid, thymus, or ovaries. It could also be caused by stress. Stress can cause an overproduction of hormones, which causes the skin to wreak havoc on itself.
Sun tanning is a big potential cause. It damages the skin, making it not work properly. Oil production will be unnecessary and in large amounts to try and rehydrate the damaged skin.
